We thank you for your email of 3 January 2007.
We expect our drivers to conform to the Highway Code at all times and would like to apologise to you for the fact that one of our drivers seemed to be unaware of the box junction regulations. All the drivers of our clamping vans who were on duty on 26 December 2006 have been spoken to and reminded of the high standard of driving we expect from them.
As far as penalty charge notice WM25857066 is concerned we would advise that the 1991 Road Traffic Act stipulates that all challenges against the issue of a penalty charge notice must in the first instance be made to the local authority. As you have already written to Westminster City Council they will investigate your challenge to the validity of the notice and reply to you direct.
Parking attendant WS4599 has been spoken to by his line manager and has said that he asked you to move your vehicle as he considered that you were blocking the path of pedestrians using Orchard Street. As you did not reply to him he felt he had no option other than to issue you with a penalty charge notice. He has denied saying anything to you after his initial request that you moved your vehicle
We can only apologise if the attendant was in any way rude or unhelpful as we do not condone such behaviour by our attendants. A copy of your letter has been placed on his personnel file.
